first of all have a very serious look if the wood under the sinew-backing is o.k.,then lift the backing with a knife as far as it is possible and smear the warmed hide-glue between the wood and the backing.Now wrap it with some bundles of sinew soaked in water and then in hideglue.Wait for at least 4 days.
But the best you can do is to remove the whole backing and to do it again.
That?s easy to say,but a lot of work.
Have you degreased the wooden part of this bow?I?ve the impression that the sinew has not been soaked enough in water or you have removed to much glue.This backing looks very dry?

Arrowhead: Thia is a piece of old bow, And from my experience you have to remove the sinew completely. The wood looks bad to me and mostlikely it is powderlized already. If that is the case,their is nothing you can do about. If the wood is OK! then check the horn,this is very important. See if the horn is damaged and the condition of attaching. If the horn is in good condotion and still firmly attached you can do the work.
Also the color of the sinew is too dark,note it have been soaked by rain or some kind of water and getting dirty and not reliable. The color of good condition sinew and glue should be clear

The horn is well . All lifting the tendon , then wood replaced badly ? It looks as if the gigantic project .
