Cagaan Chad Quiver

In the upper half of this quiver is a leather flap.
Does anyone know what it does?

The quiver is badly damaged. The flap is the inner face of the quiver that has become detached from the upper part of the leading edge. On the outside face the upper part of the edging is missing. This would have been originally a rectangular quiver with two small projections marking where the support straps would have been attached.
Quivers like this with arrow slits on the outside face are seen in paintings of Mongols from Iran to China and the slits were still used in some early Qing quivers.
