Whistling Arrows
I just want to know does anyone here have any plan or schematic for making whistling arrows?

This has a diagram of one type of whistling arrow and a discussion of their history. However, there were many more types. The metal ones in particular seem to be very variable in shape and do not have a central shaft which in wooden ones was the arrow shaft supporting the front of the arrowhead.
There are several illustrated in one manuscript of the Rashid ed-Din manuscript in Berlin. These were composite judging by the colouration. The front was black, the central body was light coloured, and the rear was dark. This suggests a wooden cylinder sealed with horn at each end.
