I want to build a Hornbow. Intended is a design in the Central Asian style. What do you think of my drawing? Are the dimensions okay?

As a line sketch it is fine. Whether you can find the right materials -- woods, horn, sinew, natural glue -- shape them into appropriate dimensions, and make a real bow, is going to take much, much more work.
If I were you, I would spend several weeks reading everything you can find here about "Central Asian" bows. You probably won't find anything under those words, though, as we don't normally use those identifiers. We normally use tribal/cultural identifiers like Mongol, Hun, Qing, Scythian, etc.
